On 24 February 2022 the Russian Federation launched an illegal full-scale invasion of Ukraine. Soon after the outbreak of this invasion media reported a number of possible violations of International Humanitarian Law (IHL), as well as human rights abuses. For this reason, already on 3 March 2022 the Organization for Security and Co-operation in Europe (OSCE) invoked the so-called Moscow Mechanism. A mission of three experts was appointed on 14 March 2022 with a mandate to establish the facts and circumstances regarding violations and abuses of IHRL and IHL and possible cases of war crimes and crimes against humanity. This first mission of experts published its report on 12 April covering the period from 24 February until 1 April 2022. On 2 June 2022 the OSCE invoked the Moscow Mechanism again and established a second mission of three experts with similar mandate to cover the period from 1 April to 25 June 2022. The second report was published on 11 July 2022. Based on the two OSCE reports the invited speakers, members of both mission of experts, will discuss the aim and nature of these reports, summarize the main findings about IHRL and IHL violations and mainly focus on what new challenges and opportunities the conflict in Ukraine brought for IHL application and respect of its rules in practice.
